Working Age Council Tax Reduction Scheme consultation

We are proposing changes to the Council Tax Reduction Scheme for working age residents.

Our Working Age Council Tax Reduction Scheme was last updated in April 2020, when we introduced a banding scheme. It was updated in 2023 with changes to the weekly non-dependent deduction and the minimum weekly award amount. Since then, no changes have been made to the scheme other than prescribed legal amendments. 

The banding scheme makes Council Tax Reduction assessments easier, so small income changes don't affect the reduction. This means less uncertainty and fewer revised bills for taxpayers.

The proposed changes aim to reduce costs fairly because rising demand is putting a lot of pressure on the limited budget.

We propose to remove band 1 and change the percentage of reduction in band 2 from 90% to 80% for working age households from April 2025. In total we are consulting on 8 changes to the scheme.
