Parking permits

You can apply for resident, visitor, business, and car park parking permits.

Parking permit account 

The council operates a My parking permit account, where applicants can apply for, renew and manage their permits online.  

You can either apply for a parking permit account or to sign in if you've already created an account. 

Register or log in to My parking permit account 

Once you have applied for a My parking permit account, you will be able to apply for parking products available for your address.

Resident permits 

Residential properties (as defined by the Traffic Management Order) are able to apply for resident permits to be able to park in parking management schemes. Properties located within restricted developments (as defined by section 106 agreements) are not entitled to apply for resident permits or vouchers.  

Once you have created a parking permit account, you can apply for a resident permit using the permit application option on the account homepage. As part of your application, you will need to provide proof to validate your application.  

The types of proof we can accept are listed below. 

Residential proof - 1 of the following:

  • current council tax bill 
  • tenancy agreement 
  • solicitor's letter (confirming purchase) 
  • utility bill (dated within the last 3 months) 
  • full driver's licence.

Vehicle proof - 1 of the following: 

  • DVLA logbook (V5C) 
  • insurance schedule 
  • letter from employer confirming use of company vehicle 
  • lease/hire agreement 
  • garage bill of sale. 

Please note: All proof supplied must be in the same name and address as the permit application.  

Once you have submitted your supporting documents, your permit will become active from the start date of the permit and is issued virtually (no paper permit will be issued to be displayed in the vehicle).  

If you currently hold a paper permit, when applying online please ensure you start your permit the day after your paper permit is due to expire.

Visitor permits 

Once you have created a parking permit account, you can apply for a visitor permit using the permit application option on the account homepage. Once your visitor permit has been issued you will be able to activate and purchase virtual visitor sessions. 

As part of your application, you will need to provide proof to validate your application.  

The types of proof we can accept include any of the following: 

  • current council tax bill 
  • tenancy agreement 
  • solicitor's letter (confirming purchase) 
  • utility bill (dated within the last 3 months) 
  • full driver's licence. 

Once you have submitted your proof, your visitor permit will be issued. A Visitor Vouchers 'P' option will appear on your permit home page. You can then activate parking sessions for your visitors when you need them. 

You can get up to 50 parking sessions with a visitor permit. If you need more sessions, you can apply for another permit.

Carers' permits 

Once you have created a permit account, you can apply for a carer permit using the permit application option on the account homepage.  

As part of your application, you will need to provide proof to validate your application.  

The types of proof we accept are listed below. 

Residential proof - 1 of the following: 

  • current council tax bill 
  • tenancy agreement 
  • solicitor's letter (confirming purchase) 
  • utility bill (dated within the last 3 months) 
  • full drivers' licence. 

Proof of care - 1 of the following:

  • doctor's letter to confirm care required 
  • letter from care provider confirming carers attending property on a regular basis. 

Please note: All proof supplied must be in the same name and address as the permit application.  

Once you have submitted your proof, the application will be reviewed by our parking services. If your proof is approved, your application and permit will be issued. As these permits are not vehicle-specific, a paper permit will be sent by post to the applicant's address.

Disabled bay permits  

Residents who have a disabled bay outside their property can apply for a disabled bay permit. This does not grant the applicant exclusive use of the disabled bay; however, it does mean they do not need to display the disabled badge in the vehicle when parked in said bay. Any disabled badge holder is permitted to park in disabled bays in the borough of Hillingdon. Once you have created a permit account, you can apply for a disabled bay permit using the permit application option on the account homepage.  

As part of your application, you will need to provide proof to validate your application.  

The types of proof we can accept are listed below. 

Residential proof - one of the following: 

  • current council tax bill 
  • tenancy agreement 
  • solicitor's letter (confirming purchase) 
  • utility bill (dated within the last 3 months) 
  • full driver's licence. 

Vehicle proof - 1 of the following:

Disabled blue badge proof:

  • A copy of both sides of your blue badge

Business permits 

Commercial properties (as defined by the Traffic Management Order) within business zones are able to apply for business permits to be able to park in a designated parking bay.  

Business permits will only be granted to those that require the use of the vehicle for the needs of the business. Business permits will not be granted for the purpose of commuter parking.  

Once you have created a permit account, you can apply for a business permit using the permit application option on the account homepage. You will be required to provide proof of business. Your application will be reviewed by our parking services and, once approved, you will be issued with an email advising you to make payment. Once payment has been received, your permit will become active from the start date of the permit. As these permits are not vehicle specific, a paper permit will be sent by post to the applicant's address.

Car park permits  

Permits can be applied for in a select number of car parks within the borough of Hillingdon. Once you have created a permit account, you can apply for a car park permit using the permit application option on the account homepage. Once your application has been approved, you will be issued with an email advising you to make payment. Once payment has been received, your permit will become active from the start date of the permit and is issued virtually (no paper permit will be issued to be displayed in the vehicle).

There is a limited number of permits that can be obtained per car park; therefore, if you apply for a permit but there is no space available, your application will be placed into a waiting list.

Please note: the maximum height limit for both multi-storey car parks is 1.8m.

Mobile permits 

Mobile permits can be applied for by authorised organisations as specified below:  

  • charities (non-profit organisations providing community support) 
  • NHS/PCT community working 
  • religious staff (where community-based work is undertaken).

Once you have created a permit account, you can apply for a mobile permit using the permit application option on the account homepage. Once your application has been approved you will be issued with an email advising you to make payment. Once payment has been received, your permit will become active from the start date of the permit and is issued virtually (no paper permit will be issued to be displayed in the vehicle).  

If you currently hold a paper permit, when applying online please ensure you start your permit the day after your paper permit is due to expire.  

You will be required to provide evidence of your community activity as well as proof of non-profit (for non-profit applications).

Extended waivers

Paper visitor vouchers 

Any paper vouchers still held by residents can still be used. In addition, any paper visitor voucher stock still held by the council can be purchased from libraries until the stock for that zone has run out.
