Hillingdon's Council Tax Reduction Scheme (CTRS) helps low income residents in the borough by reducing the amount of council tax they are liable to pay.

Around 16,000 households in the borough receive council tax reduction, just over 9,000 of whom are of working age (anyone aged 18 years or over and under the qualifying age for state pension credit).

This support has been available since April 2013, when the government abolished the national council tax benefit scheme. The scheme is designed to assist those in most need of financial support by offering a reduction in council tax. 

The ongoing roll out of Universal Credit in the borough started in October 2018 and is due to be completed by 2024. The council needs to make changes to the local CTRS because of  the way Universal Credit is calculated. 

The aim is to simplify the process for applicants, giving increased stability to people whose wages/income fluctuate each month. This would reduce the number of revised council tax bills sent to residents for  minor changes in income. 

In addition, by reducing the administration costs of these changes, more of the available resource is applied to the operation of the scheme. 

Response times and customer service will be improved, which will ensure that the level of council tax is not impacted by the scheme's operation.

If the scheme was to remain unchanged, claimants would find their council tax instalments changing regularly to reflect the minor Universal Credit changes reported to the council by the Department for Work and Pensions on a daily basis. This would cause difficulty for claimants and increase customer contact unnecessarily as a result.

We are therefore reviewing our current CTR Scheme for working age residents from April 2020.

The proposed changes will not affect applicants of pensionable age, as their eligibility is set out in separate legislation.
