Inspection praises Hillingdon Council's adult learning service

Wednesday 23 April 2025: Hillingdon Council is celebrating after an Ofsted report rated its adult education service, Learn Hillingdon, 'good' in all areas and praised it for helping residents achieve qualifications and progress in their careers.

Following a visit in February, Ofsted inspectors commended course leaders and managers who ensure that the curriculum offer meets local needs effectively, and said learners feel 'valued and included' 

They said: "Many learners progress to higher-level courses and a high proportion achieve their qualification. 

"Learners are well prepared for their next steps once they complete their course. Tutors provide learners with effective advice and guidance so that they are well informed about the opportunities available to them." 

The council offers hundreds of part-time day and evening courses for residents aged 19 and above to help them gain a professional qualification, start a new hobby or learn a new skill. 

Learners can study in 'safe, friendly and welcoming' learning environments and take part 'enthusiastically' in their classes, the report said.  

"Learners value greatly the support that tutors, and staff provide," the report added. "They diligently complete work in and out of the classroom because they are motivated to achieve." 

Inspectors gave positive feedback on the impact of the courses provided by the council saying the vocational courses equipped learners with the knowledge they needed to progress towards their career goals in areas where there is high demand for qualified staff. 

The report added: "Courses for adults who have special educational needs and disabilities help them maintain and develop their independent living skills very well. Courses that promote good mental health and well-being have a strong social impact, such as reducing feelings of isolation." 

Tutors develop 'respectful and caring' relationships with students, show patience towards them, and provide extra sessions when they need additional support. 

Staff are also 'proud' to work at Learn Hillingdon and leaders and managers take effective action to improve the quality of the provision. 

Cllr Susan O'Brien, Hillingdon Council's Cabinet Member for Children, Families and Education, said: "I am extremely pleased with our most recent Ofsted report, which has rated our adult learning service 'good'.  

"The service has been consecutively rated 'good' since 2007, and achieving this result once again reflects the commitment and dedication of our fantastic staff and leadership team who continuously work to ensure our residents have opportunities for learning at all stages of life, enabling them to gain new or improve their existing skills to access job opportunities.   

"Each year we help thousands of residents return or get into work, live more independently or advance in their careers."
