The terms and conditions applicable to our fast-track planning application service are set out below:
Eligibility
The fast-track service is currently only available for the following application types:
- Householder lawful development certificate applications for a proposed use/development
- Householder prior approval applications
We reserve the right to refuse requests subject to availability of resources, and the complexity of an application.
If we accept your request, you will be required to make payment within one working day. If your payment is not received within this period, we reserve the right to refuse the fast-track request.
Timescales
The following timescales apply to the fast-track service:
- Validation review within one working day following receipt of the fast-track fee.
- The determination of householder lawful development certificate applications within 21 days following receipt of the fast-track fee*.
- The determination of householder prior approval applications within 28 days following receipt of the fast-track fee*.
* If we determine that your application is invalid, the 'clock' will stop until all necessary information has been received by us.
Fees, refunds and exemptions
In all cases, the fast-track payment is in addition to the statutory application fee. Fast-track payments are inclusive of VAT.
Fast track payments can only be made once we have received and accepted your fast-track service request. We will send you details of how you can pay.
Unlike the statutory application fee exemptions, there are no exemptions for payment in any circumstances.
Refund requests (in the unlikely event that we have been unable to determine your application within the stated timeframe) will only be considered if they contain a full explanation for the request and they are submitted in writing to fasttrackplanningapplications@hillingdon.gov.uk.
Refunds will not be considered in the following scenarios:
- You have been unable to comply with our request(s) for payment/information within our requested deadlines.
- The application has been withdrawn.
- A time extension was agreed in writing by the agent/applicant.
Revisions and amendments
Once your application has been registered, the Local Planning Authority will not accept any amendments or revised plans as part of your application.
In exceptional circumstances, the case officer might ask for additional information to support your submission.
Other information
The statutory timeframe for applications remains applicable in respect of any non-determination appeal rights.
The use of the fast-track service does not affect the outcome / decision on an application.
