Council clamps down on anti-social behaviour in private residential block
Friday 21 February 2025: Hillingdon Council has been granted two closure orders within a residential apartment block in Harlington following reports of persistent anti-social behaviour (ASB) and criminal activity.

The court heard that the council and police received continued reports of ASB and criminal activity at Axis House linked to the addresses due to multiple disruptive visitors at all hours of the day. Issues included significant noise disruption, property damage, alcohol related disruption, vomiting, intimidating and aggressive behaviour, theft and rough sleeping.
The orders mean no one can enter the properties for three months, except for the landlord, police, other emergency services or utility providers. Anyone else who enters or stays on the premises without a reasonable excuse can be fined, imprisoned or both.
The orders were granted under Section 80 of the Anti-Social Behaviour, Crime and Policing Act 2014 and will last for three months, after which they will be reviewed and can be renewed.
It follows recent activity by the council in obtaining partial closure orders in five council-owned blocks which had persistent ASB issues.
Cllr Eddie Lavery, Hillingdon Council's Cabinet Member for Community and Environment, said: "We are determined to keep our residents safe and protect them from ASB and criminal activity.
"Working in partnership with the police, closure orders are an effective method of tackling incidents that significantly disrupt our residents' lives.
"Landlords have a responsibility to ensure their tenants behave correctly and within the law. We will ensure this by pursuing tough enforcement action where possible."
